
The government’s anti-human trafficking campaign is gaining momentum under the leadership of National Bureau of Investigation (NBI) Director Jaime B. Santiago, following intensified operations led by the agency.
In a recent operation, the NBI-International Airport Investigation Division (NBI-IAID) arrested Hayya Diane Molina y Acuna in Pasay City for violating Section 5(e) of Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003), as amended by R.A. No. 11862 (Expanded Anti-Trafficking in Persons Act of 2022).
The investigation began after I-PROBES-NAIA Terminal III (I-PROBES) turned over a female passenger named Mary to NBI-IAID. Mary was intercepted en route to Kuala Lumpur.
Mary’s apprehension stemmed from the earlier arrest of another passenger, Glaizel, by I-PROBES and Bureau of Immigration (BI) personnel on 4 June 2025. Glaizel, also bound for Malaysia, was found with a fraudulent BI border stamp and boarding pass.
In her affidavit, Glaizel initially claimed she had gone through proper immigration procedures. However, she later disclosed that she had been in contact with Hayya Diane Molina and another individual identified only as Diane Fiona.
Mary said she met the suspects through her niece in Malaysia. Molina allegedly promised to facilitate Mary’s illegal departure from the Philippines, even offering an escort to bypass BI formalities, claiming she worked at the airport and had connections.
Mary sent P120,000 to Molina via GCash. Subsequent coordination came from Fiona, who identified herself as an immigration officer at NAIA Terminal 3 and gave instructions for Mary’s travel.
A verification of the GCash account showed it was registered under the name “HAA DI M.”, leading authorities to reasonably infer it belonged to Molina.
Additional reports from I-PROBES revealed that Molina is an employee of Data Trail Corporation, a subcontractor of the NNIC, and is currently assigned at NAIA Terminal 3.
On 5 June 2025, NBI-IAID agents confirmed that Molina was on duty at NAIA Terminal 3. She was immediately apprehended at the scene and brought in for inquest proceedings before the Pasay City Prosecutor’s Office.
NBI Director Santiago praised the NBI-IAID agents for the successful operation that led to the arrest.
