Outgoing Polangui Mayor Raymond Adrian Salceda said his "HEART 4S" development program, which he credited with transforming this municipality, will be the same strategy he will use to boost growth in Albay’s Third District if elected to Congress in the 12 May elections.

In a media interview over the weekend, Salceda explained that his HEART 4S plan focuses on several key areas, including health for all ages and communities, which he pledged to continue if elected.

"We strived hard and Polangui became the first town in the country to have a Responsible Parenthood and Reproductive Health Care Center with preventive health care programs," Salceda said, citing initiatives such as promoting healthy habits and diets, vaccinations, hygiene, preventing communicable diseases, and addressing mental health issues.

Salceda also stressed "Education for All" as a primary objective, aiming for universal access to quality education through institutions like the Polangui Community College, which offers general education programs and Technical Education and Skills Development Authority-certified skills.

He also mentioned a Bachelor of Public Administration Program and a Criminology course offered at the Philippine College of Criminology Rinconada campus in Camarines Sur, along with plans for new facilities.

Another key aspect of his vision is to develop Albay’s Third District as an agro-industrial area. Salceda outlined plans for training centers, a Farm and Fisheries Consolidation Program, and enabling residents to access the Department of Agriculture's Agri-Industrial Business Corridor Programs.

He also highlighted his support for the "Edible Landscaping sa Barangay" program, regular agri-fairs, and land consolidation and share service facilities supported by rural infrastructure development.

Salceda cited that his HEART 4S program includes strong support for the elderly and solo parents. Initiatives for seniors include a "seniors-at-work" program with tax discounts for partner firms hiring senior citizens, discounts at participating establishments, and free medicines.

As a strong advocate for the Magna Carta for Solo Parents, Salceda said he would push for the establishment of Barangay and Municipal Solo Parents’ Desks in local governments and related agencies, along with discounts at partner establishments and access to counseling and legal services.
