Commission on Elections (COMELEC) Chairman George Erwin Garcia has issued a letter to Manila 3rd District congressional candidate Mocha Uson regarding her controversial campaign jingle, Cookie ni Mocha, which has drawn public criticism for its “sexually suggestive” and “double meaning” content.

Garcia urged Uson to comply with campaign conduct policies, warning that such elements can undermine the seriousness of the electoral process.

“Sexually suggestive elements in your campaign can detract from the serious discussions we need to have about policy, governance, and the future of our communities,” Garcia wrote.

While the poll body clarified that it will not prohibit Uson from using such themes — especially if these are central to her campaign identity — it encouraged her to adopt a more appropriate approach.

“We will not belittle a campaign platform based on sexually positive themes. If this is your message to the constituency of the Third District of Manila, then by all means, we hope that you will proceed with your candidacy and campaign along those lines, albeit in a more deliberate manner with proper regard for age-appropriateness,” Garcia said.

He added, “We trust that you will reflect on the impact of your current campaign approach and make choices that elevate political participation and discourse.”

Earlier, Bataan 1st District Representative Geraldine Roman also raised concern over Uson’s jingle. In an open letter, Roman reminded the candidate that “gender should not be used as a gimmick,” emphasizing the importance of raising the quality of political campaigning.

She clarified that she does not believe Uson has bad intentions, but said the candidate should use her platform more effectively to communicate her political agenda.

Uson to comply

In a letter to Comelec, Uson said she will comply with the concerns of the poll body, recognizing "the importance of maintaining a respectful, inclusive, and age-appropriate tone in all campaign communications."

Uson said she has instructed her campaign team to immediately halt the use of the materials in question.

"We are currently reviewing all our content to ensure that it aligns with the standards of decency and appropriateness expected in public discourse and electoral engagement," she continued.

"Please be assured of our continued commitment to promoting meaningful dialogue on governance, policy, and the future of our communities. We remain hopeful that this campaign can contribute positively to the democratic process and inspire broader participation."
