
Senatorial candidate and Makati Mayor Abby Binay emphasized the need for local government units (LGUs) to strictly implement their Comprehensive Land Use Plans (CLUPs) to balance urbanization and food security.
Speaking at a press conference organized by Alyansa Para sa Bagong Pilipinas on Saturday, Binay addressed concerns about urban development projects, particularly housing, and their potential impact on agricultural lands.
“From the perspective of a mayor, what we truly need is the strict implementation of the Comprehensive Land Use Plan,” Binay said.
Binay stressed that adhering to the CLUP is essential for achieving balanced and sustainable development.
She explained that the CLUP, which is valid for 10 years, is the result of an intensive study of a locality’s conditions and needs. However, she noted that while the plans are well-crafted, their execution often falls short.
“The problem is that the plans are good, but the implementation usually falters,” Binay said.
Binay stressed that adhering to the CLUP is essential for achieving balanced and sustainable development. “If we veer away from the CLUP, what’s the point? The CLUP is supposed to be your bible to ensure food security and balanced urbanization,” she added.
The senatorial candidate highlighted the importance of responsible urban planning in sustaining economic growth without compromising agricultural stability and overall food security. As a mayor, Binay has firsthand experience in addressing the challenges LGUs face in balancing development and food production.
Throughout her tenure, Binay has championed evidence-based policymaking and governance reforms to ensure that urban planning remains sustainable and responsive to community needs.
Binay’s remarks come amid growing concerns over the rapid conversion of agricultural lands into residential and commercial areas, which threatens the country’s food security. She urged LGUs to prioritize the strict enforcement of their CLUPs to safeguard agricultural lands while accommodating urban growth.
