
Ayala Land’s Nuvali Estate and the City Government of Santa Rosa have signed a Memorandum of Understanding (MOU) to develop a 2-hectare Santa Rosa Civic Complex within Nuvali. The agreement reinforces Nuvali’s role as the regional Central Business District (CBD) of CALABARZON, promoting economic growth and enhancing public service accessibility in the South.
The planned Santa Rosa Civic Complex will feature a convention center, a City One-Stop Shop, sports facilities, and a command center. These facilities aim to improve access to government services while integrating seamlessly into Nuvali’s urban landscape.
"This partnership is a significant milestone in advancing Nuvali’s role as the heart of progress in the South," said Christopher B. Maglanoc, Senior Vice President and Group Head of Ayala Land Estates Inc. "The presence of the Santa Rosa Civic Complex within Nuvali enhances access to government services while aligning with our vision of creating a world-class, future-proof development," he added.
Santa Rosa Mayor Arlene B. Arcillas welcomed the initiative, emphasizing its impact on governance and regional development.

The civic complex is expected to attract new businesses and investments, further strengthening Santa Rosa’s economic landscape.
