Regional talks push for humane corrections in ASEAN

Justice Undersecretary Deo Marco represented Justice Secretary Crispin Remulla at the ASEAN Regional Correctional Conference (ARCC) on Saturday, 15 February, championing humane, effective, and secure correctional practices across Southeast Asia.

Marco emphasized the ARCC's role as a bridge for international collaboration with global entities like the United Nations Office on Drugs and Crime, the International Committee on the Red Cross, and the United Nations Asia and Far East Institute for the Prevention of Crime and Treatment of Offenders. He noted that the support from ASEAN member nations would help the Philippines adapt to the evolving landscape of correctional reform.

The conference focused on key areas such as prison exchange, prison health best practices, violence prevention, oversight functions for prisoner evaluations, parole and probation strategies, and capacity-building initiatives. Marco acknowledged complex challenges, including budget constraints, crime, substance abuse, and the need to enhance the professionalism of prison officers.

Despite these challenges, Marco expressed optimism, highlighting the administration's commitment to prison reform as part of its agenda for compassionate justice. He praised the progress made under Justice Secretary Remulla and Bureau of Corrections Director General Gregorio Pio P. Catapang, Jr., including partnerships with legislators and members of the judiciary through the Justice Sector Coordinating Council.

He urged delegates to engage in meaningful dialogue and knowledge exchange to develop forward-thinking policies that adhere to international human rights standards. Echoing this year's theme, “Weaving the ASEAN Regional Corrections Identity: Co-creating a shared vision of transformation,” Marco called for collaboration to foster an association that champions justice, rehabilitation, and dignity.
