
The Philippines and Canada are in discussions for a Status of Visiting Forces Agreement (SOVFA), following the Memorandum of Understanding on Defense Cooperation signed on 19 January 2024.
The SOVFA aims to enhance military engagements and defense cooperation between the Armed Forces of the Philippines (AFP) and the Canadian Armed Forces as both nations mark 75 years of diplomatic relations this year.
“The Philippines is committed to strengthening its defense capabilities, and engagements with key partners support our national efforts,” the Department of Foreign Affairs said Tuesday. The Department of National Defense has yet to comment on the negotiations.
In May 2024, the Philippines and France explored a similar visiting forces agreement, focusing on capability development, defense technology, intelligence sharing and cyber defense.
On 8 July 2024, the Philippines and Japan formally signed their Reciprocal Access Agreement, covering troop movements, military exercises, and legal jurisdiction over personnel.
The Senate ratified the agreement in December 2024, enabling closer AFP-Japan Self-Defense Forces cooperation.
