Moderate to heavy rainfall is still forecast over the next 12 hours in Southern Luzon, Visayas, and Mindanao due to the continued effect of the shear line.

The Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA) issued flood advisories for the rivers and tributaries of Surigao Del Sur, Surigao Del Norte, Agusan Del Norte, Agusan Del Sur and Dinagat Islands, in which moderate to occasionally heavy rains are expected over the next 12 hours.

Moderate to occasionally heavy rains are also expected over Visayas and Southern Luzon, raising the possibility of floods and landslides.

Based on the state weather agency’s latest forecast, the shear line is still expected to affect Southern Luzon and the Visayas.

“It will bring cloudy skies and scattered rainfall over Visayas, Bicol Region, MIMAROPA, Aurora and Quezon,” PAGASA Weather Specialist Veronica Torres said.

Chest-deep floods have affected the villages of Sicsican, San Miguel, and San Manuel in Puerto Princesa City due to persistent rainfall.

From Saturday (8 February) to Sunday (9 February), the Puerto Princesa City Emergency Operations Center recorded 291.4 millimeters of rainfall. Notably, 150 millimeters fell within just three hours—from 8 a.m. to 11 a.m. on Sunday—placing it under the torrential rainfall category.

Moderate to heavy rains are still expected over Quezon, the Bicol Region, Northern Samar, Eastern Samar, Palawan, and Oriental Mindoro until Monday afternoon.

Aside from the shear line, Torres added that the northeast monsoon will bring cool weather and scattered rains over the remaining parts of Luzon, while the easterlies will bring rain to Caraga and the Davao Region in Mindanao.
