RestoPH urges crackdown on fake PWD cards

For every discounted bill as a result of fake PWD IDs, restaurateurs shoulder losses from the 20 percent discount while the government sacrifices revenues from the missed 12 percent value added tax, according to visionary entrepreneurs David and Crystal Sison.

RestoPH, the association of restaurant owners in the Philippines, has raised alarms over the growing abuse of fake Persons with Disabilities (PWD) identification cards, claiming the fraudulent practice is severely impacting the restaurant industry, particularly small and family-run establishments.

In a statement released Monday, RestoPH highlighted how businesses, not the government, bear the financial burden of the mandated 20% discount for PWD cardholders. The association warned that the widespread use of fake PWD cards is cutting into already thin profit margins, threatening the survival of many restaurants.

“The PWD discount was created to support those who genuinely need it, but widespread abuse of fake PWD cards is now putting a serious strain on restaurants and other businesses,” the group said. “Every fraudulent discount comes directly out of a restaurant’s pocket.”

RestoPH emphasized that the issue is more than just lost revenue. The financial strain affects employees’ livelihoods, food quality, and even leads to higher menu prices for customers who don’t misuse the system.

“When multiple fake PWD cards are used at a single table, the losses can be devastating,” the statement added.

The organization called for urgent action to address PWD ID fraud, urging authorities to implement stricter enforcement measures. They also appealed to the public to help protect the integrity of the system.

“We’re asking for fairness. The discount should help those it was meant for, not be a loophole for those looking to save a few pesos at the expense of struggling businesses,” RestoPH said. “If you care about the restaurants you love, help protect them — say no to fake PWD cards.”
