Manufacturers, importers, distributors, dealers, and rebuilders of public and private road transport vehicles are now required to secure Fuel Economy Labels (FEL) and Fuel Economy Stickers (FES) from the Department of Energy (DoE).

At a press conference on Wednesday, Energy Utilization Management Bureau Director Patrick Aquino said the initiative, under the Vehicle Fuel Economy Labelling Program (VFELP), provides consumers with verified fuel economy data, including engine fuel efficiency ratings, to guide purchase decisions.

“With VFELP, we are putting the power of informed choice into the hands of Filipino consumers,” Aquino said.

“Knowing your vehicle’s fuel efficiency is not just about saving money; it’s about building a sustainable future. Every drop of fuel or kilowatt saved, every gram of greenhouse gas emission reduced will make a real difference in the fight against climate change.”

Advancing sustainability

In the long run, VFELP aims to advance sustainability by promoting environmentally responsible practices in the transportation sector.

The program, mandated by the Energy Efficiency and Conservation Act, is implemented with the assistance of the Department of Environment and Natural Resources and the Department of Transportation.

All vehicle manufacturers, importers, distributors, rebuilders and builders must register their companies with the DoE.

The registration, which includes head offices and branches, is valid for three years. Each vehicle model or type offered by registered companies must also be registered and will remain valid for six years.

VFELP System

To streamline the process, the DoE developed the VFELP System. This system tracks applications in real-time and provides information on fuel consumption and CO2 emissions.

Processing time is seven working days for company and vehicle registrations, and three working days for FEL/FES issuance, given The FEL is a removable label displaying fuel economy data, while the FES is a fixed sticker featuring a QR code that links to detailed vehicle information and the Fuel Economy Performance Rating. Both labels bear the DoE logo and provide easy access to critical information.
