Defiant Sobrepeña amid SC ruling, ‘unimaginable’

The Bases Conversion and Development Authority (BCDA) is wondering where the camp of businessman Robert John Sobrepeña, chairperson of CJH Development Corp. (CJH DevCo), got the idea that the Supreme Court (SC) ruling on the takeover of the BCDA of the 247-hectare property in Camp John Hay has not reached finality.

This was after an unsigned “white paper” that circulated Baguio City, particularly in Camp John Hay, stated that CJH DevCo would not surrender on the issue versus BCDA since the SC decision is not executory.

“I don’t know, kung ano pa ang matatawag sa ginagawa ng Sobrepeña camp? (What else can be said about the actions of the Sobrepeña camp?)”

It is clear in the SC issuance last 22 October that there is already a finality of judgment in the consolidated cases of BCDA versus CJH DevCo, allowing BCDA to recover Camp John Hay property from CJH DevCo,” the BCDA insider said.

A source who works at the Baguio City Regional Trial Court, confirmed the presence of the “white paper.”

Fairway stays open

Last week, a rumor circulated in Camp John Hay that the Camp John Hay Golf Course would shut for 15 days, making workers at the posh golf course worry about their jobs.

But this was belied by the BCDA, stating that they will initiate a town hall meeting with the affected employees but cannot do anything to those who have sympathy with the Sobrepeñas — whether they will serve under the BCDA or not.

“Those previously signed up with CJH DevCo have started talking to BCDA. There will be new terms under BCDA. We ask their sublessees to come forward and reach out so we can discuss (the issue),” according to the source.

Gaining control

Meanwhile, in a separate statement on Monday, the BCDA said amid the groundbreaking SC decision, the BCDA already gained control over Camp John Hay, particularly The Manor, The Forest Lodge, Camp John Hay Golf Course, CAP Convention Center, Commander’s Cottage, open spaces and other areas.

BCDA president and chief executive officer Joshua Bingcang said the SC ruling, which allows the BCDA to recover the Camp John Hay property from CJH DevCo, is a victory for the Filipino people.

He added it will open doors for high-impact investments that will provide more job opportunities, drive inclusive economic growth, and initiate a ripple effect that will benefit more people in the years to come.

“This victory is a win for the Filipino people as it paves the path for exciting investments and projects that will drive socioeconomic opportunities and protect the interests of all. As we open new doors of opportunity, more businesses may reinvest their capital in Camp John Hay and build upon the workforce, all while ensuring that the environmental and cultural integrity of the area are preserved and protected.”

In an order dated 03 January 2025, Branch 6 of the Baguio RTC upheld the Supreme Court ruling and junked CJH DevCo’s fresh attempt to prevent the full return of the Camp John Hay property.

“This court order means all land and improvements in the property, whether directly held by CJH DevCo, its subsidiaries, and/or affiliates or occupied/held by other individuals or parties claiming rights under them, must be turned over to the BCDA immediately,” according to Bingcang.

BCDA assures the public that businesses will continue to operate and thrive in Camp John Hay. It calls on all stakeholders to step forward, reach out, and work together to facilitate a seamless transition toward a better Camp John Hay.
