The Bureau of Immigration reported that immigration officers at the Ninoy Aquino International Airport barred two blacklisted Americans who attempted to enter the country.
BI Commissioner Norman Tansingco identified the first American national as 40-year-old Jared Allen Kasper, who was denied entry last Saturday at NAIA Terminal 1 upon his arrival via a Philippine Airlines flight from Los Angeles, California.
Tansingco said that on 25 October this year, he signed the order placing Kasper's name on the BI blacklist after three of his female victims filed a complaint with the bureau, accusing the American of sexually abusing and exploiting them.
The BI chief added that, according to the complainants, there were at least 20 Filipino women who were victimized by Kasper but only three of them have filed a formal complaint against him.
The women narrated how they met Kasper via an online dating app and that he promised to marry each of them if they would sleep with him.
Additionally, they describe how Kasper would force them to be in their underwear for photos, saying he had to have them as souvenirs after having sex.
Even worse, according to the complainants, some of Kasper's victims were impregnated, yet the Americans disowned and abandoned them all.
According to BI records, Kasper entered the country on 21 July and left on 3 August. He didn't know he was already barred from entering the country for being an undesirable alien when he arrived last Saturday at NAIA Terminal 1.
Second, the BI Border Control and Intelligence Unit (BI-BCIU) also reported the interception of another American who was also blacklisted by the bureau three years ago for being a registered sex offender.
The BI-BCIU identified the American as 68-year-old William Calloway Shaw, who was denied entry at the Mactan-Cebu International Airport (MCIA) on 13 November when he arrived via a Korean Airlines flight from Incheon.
Shaw was previously denied entry in 2020 based on information obtained from the US Embassy that he is a convicted sex offender in the US.
The US government claims that he pleaded guilty to one charge of third-degree assault and two charges of communicating with a juvenile for immoral reasons in the state of Washington in 2007.
Both Americans were booked on the next available flight back to their port of origin after being excluded by the bureau.
