NCCA celebrates Filipino Values Month with Balay Pinoy.(Photograph Courtesy of NCCA)
Pursuant to Presidential Proclamation 479, signed on 25 October 1994, declaring the month of November as Filipino Values Month, the National Commission for Culture and the Arts, in collaboration with Klubi Weavers Organization, will hold Bálay Pinoy, a month-long event to promote the NCCA Values Formation Program study as learning and teaching tools. The program is one of the flagship programs of the NCCA which aims to contribute to the enhancement of the Philippine social fabric towards building a high trust and a resilient society through the inculcation of values that foster the common good.
The Filipino values were identified by a study that asked the questions "What is important for Filipinos?" and "What do Filipinos value at the present?" through interviews with key groups and individuals throughout the country. The research project identified 20 core and shared values of Filipinos — love for the family and community (pagmamahal sa pamilya at pamayanan); faith (pananampalataya); attaining education (pagkamit ng edukasyon); lifelong learning and adaptability (pang-habang buhay na pagkatuto at kakayahang umangkop); health and wellness (kalusugan at kagalingan); addressing basic needs (pagtugon sa mga pangunahing pangangailangan); ensuring work and livelihood (pagtiyak sa kabuhayan); self-development /self-improvement (paghubog ng pagkatao/sarili); life, purpose and happiness (buhay tunguhin at kaligayahan); resilience (katatagan); honesty and integrity (katapatan); peace and development (kapayapaan at kaunlaran); respecting and upholding human rights (paggalang at pagtaguyod sa karapatang pantao); shared responsibility for the common good (pakikipagkapuwa); care for the environment / ecological integrity (pangangalaga sa kapaligiran/ /pagpapanatili ng integridad ng ekolohiya); love for country (pagmamahal sa bayan); good governance (mabuting pamamahala); upholding the rule of law (pagtaguyod sa mga panuntunan ng batas); valuing culture, arts and sciences (pagpapahalaga sa kultura, sining at agham); and creative excellence and innovation (kahusayan sa paglikha).
School caravans
Bálay Pinoy will comprise various activities including school caravans in different provinces and seminars for educators and students. The school caravan utilizes the NCCA Values Formation Program materials as learning tools, allowing students to learn about the 20 Filipino values in an engaging and interactive way.
There will also be a program during the school caravan to entice the students, as the Balay Pinoy will integrate educational and entertaining performances by local talents. It will provide a fun and memorable way for students to learn about the values that are essential to the locals. Through Balay Pinoy, students will be able to learn about Filipino values and also given an opportunity to appreciate and celebrate the diverse traditions and cultures of the country.
The Mindanao leg of Bálay Pinoy will be in Lake Sebu, South Cotabato, with an opening program on 24 October and a visit to the Santa Cruz Mission School, Inc. on 25 October.
On 13 November, the Bálay Pinoy Visayas leg will include the launch of the picture book Heneral Tuna and a turnover at Lahug Elementary School in Cebu City, Cebu. Then, a visit to Lapu-Lapu City Central Elementary School in Lapu-Lapu City, Cebu, will be held on 14 November.
For the Luzon leg, Bálay Pinoy will visit Graciano Politico dela Chica Mangyan School in Baco, Oriental Mindoro, on 23 November. The celebration will close in an elementary school in the National Capital Region in the first week of December.
Seminars
NCCA recognizes the importance of educators as multipliers in values education. Bálay Pinoy, in partnership with various government agencies and private institutions, will have seminars and workshops to provide orientation and familiarize the educators with the 20 values, as well as the teaching materials produced by the NCCA. Target participants are teachers, values advocates and other government and non-government organizations dedicated to values formation.
The Webinar Series on Values Education, in collaboration between NCCA and Pambansang Samahan para sa Edukasyon Pagpapaalaga, Inc., will focus on strengthening values and virtues and character building. The webinar will be conducted every Friday of November.
In partnership with Philippine Normal University Faculty of Behavioral and Social Sciences, a seminar will be held for Values Education students, so that they may be equipped with materials that they can use during their on-the-job training.
The NCCA first held a Filipino Values Month celebration in 2021 as a digital creative communication campaign featuring the creative works produced for the program during the coronavirus pandemic. With the restrictions relaxed in 2022, an onsite celebration, Balay Pinoy, was organized in Manila while still using the online platforms because of the positive reception from the online audience the previous year.
