The best in Olivarez came out during a time that the city was facing its worst situation, in an emergency, and in response to indigency.
On the occasion of his 100 days in office, Parañaque City Mayor Eric Olivarez delivered his state of the city address or SOCAD on 10 October 2022.
He presented a detailed and supported report on his accomplishments, activities, and projects since he assumed office. At SOCAD, the city mayor laid out his plans for the next three years in office in fulfillment of his motto: "Yours in public service."
Eric discussed, among others, that aside from the education and health sectors, one of his utmost priorities is to provide livelihood opportunities to city residents. He vowed to empower residents to provide them with more opportunities to augment their income through government livelihood programs.
He said that the local government, through the help of the City Public Information Office and the Business Permits and Licensing Office, is implementing City Ordinance 17-08 series of 2016, which prioritizes the hiring of Parañaquenos in all establishments inside the city. "We have a city ordinance in which establishments in Parañaque should prioritize residents of Parañaque," Eric said.
In addition to the city ordinance, Eric announced that the construction of the People's Market in Baclaran is currently underway so that vendors will have a place to sell their wares and earn money."
"The construction is ongoing and hopefully it will be done within a year or two years," he said. The mayor added he also plans to strengthen the Technical Education and Skills Development Authority training center in the city, where residents who have not finished a four-year bachelor's degree program or could not afford formal education can gain skills that are vital when they enter the workplace.
The overall performance of the Olivarez family in the administration and management of the accounts and financial operation of the City of Parañaque is, in totality, a gift to behold, an accomplishment to marvel at, and one marked with humility worthy of emulation.
It took the elder son, Edwin Olivarez, of the patriarchal head of a family of consummate educators, Dr. Pablo Olivarez, to run for mayor in 2013 as an answer to the public clamor for him to lead the city when it was facing various problems in many fronts of the city administration. Edwin has a well-rounded personal background coupled with deep faith in God, making him an ideal person to lead the city to a brighter and more caring future.
For the calendar year 2012, the appropriation of the city government of Parañaque for the general and special funds totaled P4.945 billion. Obligations charged against this appropriation amounted to P3.716 billion.
After barely eight years, as of the calendar year 2021, the total appropriation of the city rose to P11.939 billion. The total amount obligated against it was P9.24 billion.
Despite the full brunt of the Covid-19 pandemic in 2020 and 2021 and partly in 2019, the city still had a net income of P1.002 billion.
It needs to be recalled that for calendar years 2009, 2010, 2012 and 2013, no audit opinions were rendered by the resident auditors because of negative entries in various accounts and huge discrepancies between accounting records, and bank accounts, and accounting records and property inventory.
It was after the assumption of the Olivarez administration and its hard work that the financial situation of the city started in 2015 to normalize and the auditor started to render a qualified opinion on the fairness of the presentation of the financial statement of the city at calendar year ends, plus the outstanding full payment of the unsettled huge loan account with the LandBank.
It was at this period when the city government defined its priorities, goals, and commitment to the delivery of basic services and promoting the general welfare of the city's constituents and the general public.
