Oro forum stresses accountability


CAGAYAN DE ORO CITY — Accountability, evidence and good governance took center stage as youth leaders, students, and legal and governance experts gathered at Xavier University on 3 October to discuss the ongoing impeachment proceedings against Vice President Sara Duterte.
The forum examined impeachment as a constitutional mechanism for holding public officials accountable and explored how governance decisions affect public welfare and the economy.
Atty. Eddie Cuaresma, a law professor at Liceo de Cagayan University and former president of the Integrated Bar of the Philippines-Cagayan de Oro-Misamis Oriental Chapter, said impeachment serves as a safeguard against abuse of authority.
“The process is important because it demonstrates the power of the people working through our institutions. It is a safeguard against abuse of authority and ensures public funds are protected,” Cuaresma said.
The discussion also touched on political considerations, particularly Duterte’s declared 2028 presidential bid. Cuaresma said allegations should be assessed on their merits rather than political timing.
“Politics should not matter when serious offenses are alleged,” he said.
Cuaresma also cautioned against allowing regional loyalty to influence accountability.
“Being from Mindanao does not mean blind loyalty to any leader. If evidence shows impeachable acts, accountability must follow,” he said.
Prof. Louie Sabal, an economist from Bukidnon State University, linked governance to people’s welfare, saying corruption diverts resources from basic services.
“Resources lost to corruption mean fewer funds for basic services,” Sabal said, adding that a credible and transparent process can also reassure foreign investors.
He said lasting political stability begins with voters choosing leaders of integrity.
Xavier University Law School assistant dean Ernesto Neri, who moderated the forum, emphasized that the impeachment court should base its judgment on evidence.
“Decisions must be evidence-based. If the facts show impeachable offenses were committed, accountability must be upheld,” Neri said.
The forum was part of youth-led efforts to promote informed discussions on governance, accountability and the rule of law.
