Embracing Pax Silica

THE proposed Pax Silica AI hub in New Clark City spearheaded by the Philippine government's Bases Conversion and Development Authority and the United States Department of State, will have Foxconn positioned as anchor tenant. The infrastructure will be funded heavily via United States International Development Finance Corp. investment programs. The framework agreement for the 1,618-hectare site is now being finalized by the US and Philippine governments.

The Philippines is currently at an important turning point with the introduction of the Pax Silica initiative. The program is designed to transform the country into a high-tech manufacturing and innovation hub. It seeks to establish the Philippines as a key player in global supply chains for semiconductors, artificial intelligence (AI) and critical minerals.

President Ferdinand R. Marcos Jr. himself described the Pax Silica initiative as a “good deal.” He said the Philippines would support arrangements that promote investments and stimulate economic growth.

This means the Philippines is open to partnerships with any country and does not see investment opportunities as an “either-or” choice between nations.

Let us examine what is being put on the table. Pax Silica is a United States-led international economic security initiative to secure global supply chains for semiconductors, AI infrastructure and critical minerals, largely aimed at countering China’s dominance in tech.

The government has estimated a potential US$40 billion to $70 billion investment influx from this. This means real opportunities to create approximately 190,000 high-quality jobs for Filipinos. Job creation uplifts families and communities. The jobs will not only provide financial stability but also enable our skilled workforce — from engineers to researchers and computer science graduates — to thrive locally instead of having to seek work opportunities abroad.

The initiative aligns perfectly with the need for technology transfer and skills development, which are key to ensuring that our workforce remains competitive on the global stage. The government is laying the groundwork for a more sustainable and self-sufficient economy by investing in our people.

The Pax Silica initiative’s focus on local mineral processing is commendable. We would no longer extract and export our minerals without adding value. The plan to process resources such as nickel in the Philippines signifies a shift toward valuing our indigenous resources.

This approach is not only economically beneficial but also promotes responsible stewardship of our environment. By adopting eco-friendly practices and utilizing our resources thoughtfully, we can achieve two goals: to create a healthier environment and drive economic growth.

By maintaining partnerships with key foreign players — such as the United States, China, Japan and European countries — the Philippines’ position in the global market will be strengthened.

Rather than viewing these relationships as mutually exclusive options, the President’s approach will promote a model of cooperation that respects sovereignty while enhancing our access to technology and investment.

The Pax Silica initiative embodies a comprehensive strategy that could transform our economy for the better. It seeks to create a more resilient economy that benefits all stakeholders involved.

We can embrace and build an economy where future generations can aspire to remain in the country and contribute to its growth rather than feeling the need to seek opportunities abroad.

The focus will be on building a strong economy that supports growth and development, so they feel hopeful and successful within their own borders.
