Nosy Tarsee got wind of a so-called “happy group” running a graft court — and happy they must be because their scheme runs 70-30.
Seventy percent for them, 30 percent for the government. The split, sources said, was ordered by “Nanang,” the group’s leader, and offered to negotiators dangling state witness status before officials facing graft and corruption charges.
Nanang and the happy group have allegedly banked millions, and they’re not shy about it — proudly claiming credit for recovering hundreds of millions in stolen government funds meant for flood control projects that turned out to be ghosts.
It was President Ferdinand R. Marcos Jr. himself who blew the lid off these ghost projects in last year’s State of the Nation Address.
Since then, the names have been lining up — officials tied to the anomaly, one after another, headed for the docket. Except several of them never made it there. They became state witnesses instead, courtesy, sources claimed, of Nanang’s 70-30 arrangement.

Millions have gone back to government coffers, sure. But, according to sources, even more millions went into the group’s own pockets. And they’re allegedly still out there, negotiating with other names now being floated while the investigation itself crawls at a snail’s pace.
One lawyer isn’t buying it. He has been telling anyone who will listen that the scheme has no basis in the Witness Protection Law. Under the law, he said, stolen government funds must be returned in full, ill-gotten assets forfeited, and the guilty still sent to jail. No shortcuts. No 70-30.
