The Maritime Industry Authority (MARINA) exceeded its primary performance targets through the first half of 2026, driven by growth in ship certifications, revenue generation, and seafarer licensing, officials announced during a mid-year assessment conference.
The regulatory agency generated P705.68 million in revenue during the first semester, representing 82 percent of its full-year financial target.
“Exceeding our targets is not the finish line — it is our motivation to deliver even better services for every Filipino who depends on the maritime sector,” MARINA administrator Sonia Malaluan said.
During the first six months of the year, MARINA issued 601,256 ship certificates to commercial vessels. The national operating fleet expanded to 2,097 vessels, surpassing agency targets by 10.5 percent.
The agency also processed 314,707 credentials for maritime professionals. The total included 282,297 Certificates of Proficiency, 21,506 Certificates of Competency, and 10,904 GMDSS certificates.
Additionally, 14,698 Filipino seafarers received certifications under international standards, while 2,167 stakeholders completed safety training courses.
To support regulatory oversight, the agency created the Office of the Deputy Administrator for Education, Training, and Certification to serve as its advisory arm for domestic and international maritime training standards.
On digital operations, MARINA issued 1,278 special orders and completed 1,678 MeCAV transactions to streamline verification processes.
The agency recorded a 97 percent client satisfaction rating based on surveys from 253,224 clients nationwide. MARINA also submitted eight policy proposals to the Anti-Red Tape Authority to streamline regulatory procedures.
