The Makati City government has received its ninth consecutive unmodified opinion from the Commission on Audit (CoA), affirming the accuracy and transparency of its financial reporting for fiscal year 2025.

Mayor Nancy Binay attributed the recognition to the city’s departments and employees, saying it reflects Makati’s commitment to transparency, accountability and responsible management of public funds.

“This milestone reflects more than our employees’ technical competence. It is strong proof of our unwavering commitment to transparency, accountability, and responsible stewardship of public funds. We remain steadfast in ensuring that every peso entrusted to the city is properly accounted for and allocated where it will create the greatest impact,” Binay said.

In its audit report for the fiscal year ending 31 December 2025, CoA concluded that Makati’s financial statements “present fairly, in all material respects,” the city’s financial position, financial performance, cash flows and changes in net assets or equity in accordance with the International Public Sector Accounting Standards.

An unmodified opinion is the highest audit opinion issued by CoA and indicates that a government entity’s financial statements comply with applicable accounting standards.

Binay said maintaining sound financial management enables the city to sustain essential services for residents.

“A strong financial foundation means we can continue delivering quality healthcare, education, social services, infrastructure and other programs that our residents rely on every day. When public funds are managed wisely, more people benefit, and we are able to respond more effectively to the needs of every Makati citizen,” she said.

She added that a clean financial record also enhances the city’s credibility among investors and strengthens its eligibility for performance-based grants from the national government.

“Good governance builds confidence. Our sound financial management not only enhances public trust but also creates more opportunities for investment, partnerships, and additional resources that further improve the quality of life of our people,” Binay said.

The city also cited the Makati Accounting Department’s Platinum Award in the 2024 Association of Government Accountants of the Philippines Outstanding Accounting Office Awards, received in October 2025, for consistently demonstrating excellence in financial reporting, transparency and accountability.

The audit covered Makati’s Statement of Financial Position, Statement of Financial Performance, Statement of Cash Flows, Statement of Changes in Net Assets/Equity and accompanying notes to the financial statements.
