
The Department of the Interior and Local Government (DILG) is tapping local government units to help protect the West Philippine Sea (WPS), launching a localized governance initiative across 10 coastal provinces.
Through the program, titled Bayanihang Aksiyon para sa Kanlurang Dagat ng Pilipinas, the DILG is working with provincial governments facing the disputed waters to institutionalize local programs for marine environmental protection, sustainable fisheries, food security and coastal livelihoods.
The initiative utilizes provincial action plans to translate national maritime priorities into local ordinances.
To date, provincial caravans have completed rollouts in Palawan, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Zambales, Occidental Mindoro and Bataan, bringing together local executives, fisherfolk and civil society groups.
The campaign has led to permanent institutional changes in several regions. Palawan, Ilocos Norte, Ilocos Sur, La Union and Bataan have enacted ordinances creating dedicated West Philippine Sea Councils.
Zambales has adopted a similar resolution, while Occidental Mindoro established its council via an executive order.
DILG officials said the final two provincial caravans in Batangas and Batanes are currently being finalized to complete the 10-province network.
“Protecting the West Philippine Sea begins long before our shores. It begins in every province that chooses to lead,” the DILG said.
“By strengthening our LGUs, we are strengthening the country’s capacity to protect our marine resources, secure the livelihoods of our fisherfolk, preserve our rich marine biodiversity and uphold our sovereign rights,” it added.
