The Department of Social Welfare and Development (DSWD) will expand the workforce of the Pantawid Pamilyang Pilipino Program after the Department of Budget and Management (DBM) approved a new organizational structure and 5,703 plantilla positions.
The approved structure creates a 4Ps Bureau at the DSWD central office and dedicated 4Ps divisions in all field offices, including the newly established Negros Island Region.
Of the approved positions, 5,627 will be assigned to field offices. These include 5,172 city and municipal links, 83 provincial links, 83 Social Welfare Officer III positions, 17 division chiefs, assistant division chiefs, and technical, financial, administrative and program support personnel.
The remaining 76 plantilla positions will be assigned to the central office to support the operations of the new 4Ps Bureau.
Social Welfare Secretary Rex Gatchalian said the reorganization strengthens the institutional framework of the government’s flagship conditional cash transfer program.
“The approval of the enhanced organizational structure marks a defining moment in the continuing institutionalization of the 4Ps,” Gatchalian said.
He said the reforms also recognize the contribution of personnel who have long implemented the program and provide a stronger foundation for its continued operation.
The DSWD said the filling of the newly approved plantilla positions, including the regularization of qualified personnel, will follow Civil Service Commission, Department of Budget and Management and DSWD rules governing merit-based appointments.
