The Authority of the Freeport Area of Bataan (AFAB) held an orientation on Republic Act No. 12231, or the Government Optimization Act, including its Implementing Rules and Regulations (IRR) this week to boost the delivery of services inside the Freeport Area of Bataan (FAB).
According to AFAB, the session provided its personnel with an overview of the law’s key provisions and its relevance to strengthening institutional efficiency, responsiveness, and service delivery.
"The Government Optimization Act supports the national government’s efforts to enhance organizational performance by streamlining systems, improving internal processes, and promoting more effective public service," AFAB stated.
Through the orientation, AFAB reinforced its commitment to aligning its operations with government reform initiatives and sustaining a workplace culture anchored on accountability, efficiency, and continuous improvement.
The activity forms part of AFAB’s ongoing initiatives to further enhance its capacity to serve its stakeholders, locators, investors, and the public within the Freeport Area of Bataan.
The Government Optimization Act, formally enacted as Republic Act No. 12231, is a landmark Philippine law signed on August 4, 2025. It grants the President authority to streamline the executive branch by merging, consolidating, splitting, or abolishing agencies to eliminate redundancies and improve public service delivery.
The measure protects civil servants by offering defined retirement benefits and separation incentives, prioritizing realignment and career development over mass retrenchment.
