Manila Mayor Francisco “Isko Moreno” Domagoso warned Friday that chronic student troublemakers could face expulsion from all public schools and a lifetime ban from city-owned colleges under a strict new disciplinary policy aimed at curbing campus violence.
Domagoso said that the proposal is part of a broader crackdown on youth delinquency. He plans to present the measures during a major consultative meeting on Monday with a multi-sectoral group to discuss ways to prevent school shootings involving minors.
Under the mayor’s proposal, student involvement in riots, rumbles, or street fights would be documented by local police or barangay officials.
These offenses would be reported directly to school administrators, trigger automatic expulsion recommendations, and blackball the individuals from admitting into city-funded higher education institutions, including the Pamantasan ng Lungsod ng Maynila and the Universidad de Manila.
Domagoso contrasted modern campus behavioral issues with the strict disciplinary practices of previous generations, noting that students used to respect teachers as second parents.
“I remember when we were kids, our teachers would throw erasers at us, make us face the wall, squat, or pinch us if we were too stubborn, but there were no complaints,” Domagoso said.
