Police seek tighter schools’ safety

The Philippine National Police (PNP) on Thursday called for stricter safeguards for students participating in school camps, training programs, and other extracurricular activities, as investigators are set to complete their probe into the deaths of Ateneo de Manila University (AdMU) student-athletes Rene Baterbonia and Divine Adili during a team camp in Dipaculao, Aurora.
PNP chief P/Gen. Jose Melencio Nartatez Jr. said the tragedy highlighted the need for schools and athletic programs to place student welfare at the center of all activities.
This is in line with the directive of President Ferdinand “Bongbong” R. Marcos Jr., with the guidance of DILG Secretary Jonvic Remulla, to strengthen the protection of students and ensure that school activities are conducted safely and responsibly.
“The lesson here is that the safety and welfare of students must always come first. Established standards, proper supervision, and risk assessment should guide any training, team-building activity, or sports program. There should be no room for unsafe practices, unnecessary hardships, or activities that place students in danger,” Nartatez said.
Extensive probe ongoing
The two Ateneo players died during a team camp in Aurora on 8 June. Since then, the PNP Criminal Investigation and Detection Group has conducted an extensive investigation that included interviews with former and current players, coaches, university officials, training staff and other witnesses.
Nartatez earlier disclosed that investigators are looking into the possible liability of around 10 to 11 individuals, most of whom are linked to the university’s basketball program.
The investigation is examining whether criminal negligence or violations of the Anti-Hazing Act were committed.
As the case nears completion, Nartatez said the PNP would recommend reforms to prevent similar incidents in schools and sports programs nationwide.
“I would recommend a mandatory safety and accountability framework for all school-sponsored camps and training activities. There should be clear protocols, designated responsible officers, emergency response plans, and proper documentation to ensure that every activity is conducted safely and professionally,” he said.
The PNP is also recommending a joint review with the Department of Education, the Commission on Higher Education, and sports organizations on safety standards governing training camps, team-building activities, and other school-sponsored events.
