BuCor allows complainants to verify Palparan's detention at Bilibid

The Bureau of Corrections (BuCor) allowed complainants and their lawyers to meet with convicted former military general Jovito Palparan at the New Bilibid Prison (NBP) to dispel doubts about his whereabouts.
In a report to BuCor Director General Gregorio Pio P. Catapang Jr., New Bilibid Prison Superintendent Gary A. Garcia said complainants Erlinda Cadapan and Concepcion Empeño, together with their legal counsel, were granted a request to visit Palparan and confirm that he remains detained at the Muntinlupa facility.
Garcia said the request was received and acted upon on the same day, with the meeting lasting for more than an hour.
"Sana noon pa nag-request na sila para hindi na nagkaroon ng kalituhan, dahil willing naman ang BuCor at transparent ang aming ahensya pagdating sa mga ganyang bagay," Garcia said.
He also clarified that Palparan had already been housed at the Minimum Security Compound before Catapang assumed office as BuCor chief.
According to Garcia, the placement was based on security considerations, noting that inmates with different political affiliations are housed at the Maximum Security Compound.
Following the meeting, a team of special investigators from the Commission on Human Rights arrived at the New Bilibid Prison to conduct a separate verification of Palparan's detention status.
Catapang said BuCor remains transparent and is willing to accommodate legitimate requests from visitors and investigators, provided they comply with the bureau's rules and security protocols.
"Guaranteeing the safety of our persons deprived of liberty is a priority—not only for Palparan but for everyone entrusted to our care," Catapang said.
He added that BuCor remains committed to ensuring fairness and security in its operations while maintaining that no inmate receives preferential treatment.
