JV pushes Barangay Health Workers Magna Carta

Senator JV Ejercito renewed his call for the passage of the long-awaited Magna Carta of Barangay Health Workers, emphasizing the vital role these frontline workers play in the country’s health system.

The proposal, filed as Senate Bill 1905 under Committee Report 35, seeks to recognize and protect barangay health workers while providing them with benefits, allowances and professional development opportunities.

Ejercito described barangay health workers as the “unsung heroes” of communities nationwide.

He noted that from the most remote provinces to the busiest cities, barangay health workers quietly extend the reach of the Department of Health and fill gaps in local health services.

Ejercito highlighted their critical role during the pandemic, when they served as the first line of defense against Covid-19, often risking their own health to serve their communities.

“They are not doctors or nurses, but their heroism in serving their communities as first responders is undeniable,” he said.

The senator, who chaired the subcommittee that reviewed the bill in the previous Congress, expressed frustration over the House of Representatives’ sudden withdrawal of support for the measure.

“It is disheartening that after passing in the Senate, it stalled during bicameral discussions. Thousands of barangay health workers are still waiting for the benefits and protections they deserve,” Ejercito said.

The Magna Carta seeks to clearly define the roles and responsibilities of barangay health workers, protect them from political pressure, and ensure they are not compelled to perform tasks unrelated to health services.

It also aims to enhance their skills through training and seminars, while providing financial incentives and social protection.
