Immigration Commissioner Joel Anthony Viado presents Chinese national Zhi Ling Guan (aliases Shi Nengyuan and Mike Sy) during a press conference in Intramuros, Manila, 24 February 2026. Guan was arrested in Batangas for posing as a Filipino citizen using a fraudulent Philippine passport. The operation was a joint effort between the Bureau of Immigration, ISAFP, and the LTO.
