

Some 19 former rebels took part in the Provincial Service Caravan and Amnesty Application for Former Rebels held at the Bren Z. Guiao Convention Center in the City of San Fernando, Pampanga on 20 February 2026.
According to the Provincial Government, the Provincial Service Caravan and Amnesty Application for Former Rebels is led by the National Amnesty Commission-Local Amnesty Board Pampanga, which is coordinated with the said local government.
In the said activity, former rebels received goods and medical supplies such as medicine from the Provincial Government as immediate help and support to them.
Governor Lilia “Nanay” Pineda, thru her representative Ms. Claire Lim, expressed her support for the said program that would provide these former rebels the help they need to reintegrate into society.
Other government agencies provided help such as the Department of Trade and Industry (DTI) providing livelihood assistance; Department of Social Welfare and Development (DSWD) for their social protection programs such as PAMANA Livelihood Project; and Land Bank of the Philippines (Landbank) for financial services.
Pampanga Public Employment Service Office (PESO) was also present to provide job opportunities and skills training needed by the former rebels, as well as the National Housing Authority (NHA) in providing former rebels with housing assistance.
An Oath of Allegiance was also conducted, symbolizing their return to society and living life anew.
The program aims to help former rebels to return to normalcy, start their lives again, and become productive citizens. The program is a testament to the true service and care of the national government for former rebels.
Amnesty in the Philippines is a proclaimed act of grace, approved by Congress, that extinguishes criminal liability for political offenses—such as rebellion or insurrection—committed by rebels, insurgents, and their supporters in pursuit of their beliefs. It restores civil and political rights, encouraging individuals to return to the law.
