PNP braces for possible ICC-related protests

Authorities prepare to maintain order regardless of protesters’ affiliation.

Philippine National Police (PNP) chief Gen. Jose Melencio C. Nartatez, Jr. on Sunday said all units have been placed on heightened alert following reports of upcoming International Criminal Court (ICC) proceedings involving former President Rodrigo Duterte.

“Our security measures are in place to ensure the peaceful conduct of any activity in public spaces. Regardless of the affiliation of the groups, our personnel will be there to protect their rights and maintain peace and order,” Nartatez said, noting that the PNP is closely monitoring potential mass gatherings to ensure public order is not disrupted.

The PNP’s proactive stance aligns with directives from President Ferdinand R. Marcos, Jr. and Interior Secretary Jonvic Remulla to uphold the rule of law while safeguarding citizens’ fundamental rights.

Nartatez ordered regional units to pre-position Civil Disturbance Management (CDM) teams and ensure medical emergency responders are on standby in case rallies occur.

While respecting citizens’ rights to express their views, the PNP chief emphasized that public safety remains the top priority.

“Maximum tolerance will be strictly observed, but the law will be upheld. Our personnel are instructed to remain professional and avoid any confrontation,” he said.

Nartatez also called on both critics and supporters of the former president to exercise restraint.

“Huwag po sana tayong magpadala sa emosyon na maaaring maging dahilan ng sakitan at paglabag sa batas. Let us not bring the conflict to our streets. Ang PNP ay walang kinikilingan; tayo ay para sa kapayapaan at seguridad ng bawat Pilipino,” he added.

On Monday, 23 February 2026, former President Duterte is scheduled to attend a pre-trial “confirmation of charges” hearing at the ICC in The Hague over alleged crimes against humanity linked to his anti-drug campaign.
