

Top Line Business Development Corp. expects its newly renovated and rebranded fuel stations in Northern Cebu to generate up to 1 million liters in monthly sales, supporting efforts to scale its retail network and capture demand in high-growth provincial markets.
The company said on Thursday that it has completed the renovation and rebranding of Cluster 1, consisting of eight stations now operating under the Light Fuels Express format and running at full capacity.
“The completion of our Cluster 1 renovation shows how we maintain quality in our acquisitions, reflecting our disciplined approach to optimizing each station to operate at full capacity while maintaining efficiency and service quality.
This cluster-based rollout allows us to scale systematically and capture demand in high-growth markets like Northern Cebu,” said Brigitte Carmel Lapasaran Lim, Senior Vice President and Chief Operating Officer.
The cluster has the potential to contribute up to 1 million liters in monthly sales volume as part of its broader renovation and rebranding program covering stations in Cebu, Leyte, Siquijor, and Negros Oriental.
With about 80 percent of Northern Cebu’s fuel market composed of two-wheeled vehicles, the renovated stations were designed primarily to serve motorcycles and light vehicles in Medellin, Bogo, Daanbantayan, Tabogon, Sogod, Borbon, Catmon, and Carmen.
The Light Fuels Express format allows operational efficiency while maintaining flexibility to expand and accommodate evolving customer demand. The Cluster 1 network is targeted to sell about 800,000 to 1,000,000 liters per month.
Top Line Business Development Corp. expects renovations for Clusters 2, 3, and 4 to be completed by the end of the year, while stations awaiting rebranding will continue operating and contributing to revenue.
