Philippine clean energy set to surge with DOE’s 25-MW plan

Banking on the growing investor appetite for clean energy development, the Department of Energy (DOE) has mapped out a 10-year plan to add at least 25 gigawatts (GW) of renewable energy capacity by 2035.

DOE Renewable Energy Management Bureau Director Marissa P. Cerezo announced the expanded Green Energy Auction (GEA) Plan at the Renewable Energy Investment Forum in Bonifacio Global City on Friday. 

The upcoming auctions will cover solar, rooftop solar, floating solar, onshore wind, biomass, geothermal, hydropower, and farm-linked solar projects. 

From 2027 to 2028, the agency targets 3,200 megawatts (MW) of solar and 85 MW of rooftop solar across Luzon, Visayas, and Mindanao, with another 5,565 MW planned for 2028 to 2035.

According to Cerezo, some projects from the planned auction are expected to deliver power as early as 2027, helping ensure a steady and reliable electricity supply for the country.

The  GEA program, launched in June 2022, was designed to accelerate the clean energy integration into the national energy mix. 

Through this initiative, power producers compete for incentivized fixed power rates by offering bids at or below the reserve prices set by the Energy Regulatory Commission. 

The program supports the government’s goals of achieving 35 percent renewable energy in the energy mix by 2030 and 50 percent by 2040.  

Aside from the 10-year map, the DOE also rolled out the Renewable Energy Offtake in the Philippines, a guide to help investors understand how renewable power is sold, priced, and financed.

“By preparing a clear, auction-backed pipeline, we are giving developers and financial institutions the market visibility they need to plan, mobilize capital, and deliver projects on schedule,” Energy Secretary Garin said.

The guide lays out all key options—including auctions, net-metering, renewable energy certificates, and incentives—to make investments clearer and more viable.
