Philippine National Police (PNP) Police General Jose Melencio Nartatez Jr. has ordered the immediate removal of all signage, posters and markers featuring the names or images of public officials from police-funded projects and properties.
The directive reinforces the Department of the Interior and Local Government’s (DILG) “anti-epal” memorandum, which prohibits public officials from using government resources for self-promotion.
Nartatez said the PNP is sending a clear message to units nationwide that government service is not a “billboard for personal promotion.”
“This is about protecting the integrity of public service,” Nartatez said. “The people’s money is for the people. Government projects should never look like they are owned by a person. They belong to the Filipino people.”
The policy aligns with DILG Memorandum Circular No. 2026-006, dated 29 January which mandates that all PNP offices strip away tarpaulins, slogans, color motifs or identifying symbols of politicians from government-funded programs and activities.
Nartatez warned that the order is not optional and told commanders to remove violating materials immediately.
“If you are using government property to highlight a personality, you are violating the principle that public office is a public trust,” he said. “Remove them immediately. No excuses.”
