New BFP policy pushes improved fire safety checks

The Department of the Interior and Local Government (DILG) on Tuesday directed the Bureau of Fire Protection (BFP) to implement the mandatory use of body-worn cameras during all fire safety inspections nationwide.

The new policy requires inspections to be recorded from start to finish. The recording begins when the camera is issued at the fire station and continues through travel, the physical inspection, and the final discussion of findings with building owners.

Upon arrival at a business, inspectors are required to state their name, rank, location, and the nature of the inspection on video. They must also inform the owner or a representative that the process is being recorded. Owners are permitted to record their own video of the proceedings and may request a copy of the official BFP footage in writing within seven working days.

The DILG said the move is intended to ensure transparency and accountability.

Fire safety enforcers are strictly prohibited from recommending or selling specific brands of fire equipment, a practice barred by the Fire Code of the Philippines and the Ease of Doing Business Law.

During the recorded checks, inspectors must document fire exits, safety equipment, and any violations. For noncompliant establishments, the camera must capture the inspector’s explanation of deficiencies, required corrective actions, and potential penalties.

Individual inspectors are held personally accountable for the use of the devices. Under the policy, any unjustified failure to record, interruption of the video, or tampering with footage constitutes misconduct.

Once an inspection is completed, the footage must be uploaded to a secured system within 24 hours. To prevent manipulation, inspectors are prohibited from accessing, editing, or deleting the recordings once they are turned over to the station custodian.
