Marcos: ICI probe on anomalous flood control projects nearing completion

President Ferdinand R. Marcos Jr. said Friday that the Independent Commission on Infrastructure (ICI) has essentially wrapped up its investigation into alleged irregularities in flood control projects, with only one or two remaining issues left to be resolved.

In a brief interview with reporters, the President said the future of the ICI would depend on whether it still has pending work to complete.

“Kung matapos na ’yung trabaho nila, then we will see what they can do next. But they really are coming toward the end—lahat ng kailangang imbestigahan, naimbestigahan na nila. Maybe there are one or two other loose ends that they have to clear up,” Marcos said.

Asked about the possible reappointment of commissioners, the President said no decision has been made, stressing that it would hinge on the remaining workload of the commission.

“We haven't really decided on that yet. Again, it all depends on the work that ICI still has in front of them,” he said.

“Pag kailangan pa, then we will. But if the work is done, kung naibigay na lahat ng information sa DOJ (Department of Justice) saka sa Ombudsman, then the focus now of the investigation will go to the DOJ and the Ombudsman,” the President added.

Marcos first exposed alleged irregularities in flood control projects during his Fourth State of the Nation Address on July 28, 2025, delivering the widely quoted remark, “Mahiya naman kayo sa inyong kapwa Pilipino!”

Following the speech, the President launched the Sumbong sa Pangulo website to receive public complaints regarding questionable flood control and other infrastructure projects. These submissions were subsequently forwarded to the ICI for investigation.

The President later established the ICI, which has since recommended the filing of charges against several individuals allegedly involved in the corruption scheme.

Parallel investigations have also progressed, with the Office of the Ombudsman filing complaints against various personalities and the Anti-Money Laundering Council (AMLC) issuing freeze orders on bank accounts and other assets linked to the controversy.

Former Supreme Court Justice Andres Reyes Jr. continues to serve as chairperson of the ICI. Commissioners Rogelio Singson and Rossana Fajardo have concluded their terms after completing the tasks assigned to them.

Remaining with Reyes are members of the ICI working staff, including Executive Director Brian Hosaka and Special Adviser Rodolfo Azurin Jr., a former chief of the Philippine National Police.
