OSAP no authority over DPWH budget listings

Special Assistant to the President (SAP) Antonio F. Lagdameo Jr. denied allegations that his office interferes with the Department of Public Works and Highways’ (DPWH) budget, calling online claims of influence unfounded and misleading.

In a statement addressing reports circulating online, Lagdameo said the Office of the Special Assistant to the President (OSAP) does not exercise line-item authority over the DPWH’s internal budget and has no role in identifying or implementing infrastructure projects.

The clarification follows social media posts attempting to link a purported “OP (ES/SAP)” tag in alleged DPWH documents to Lagdameo’s office. Lagdameo stressed that the office is not an implementing agency and lacks the technical mandate to plan, select, or prioritize infrastructure projects.

He characterized the situation as a recurring attempt to invoke the name of the Special Assistant to the President to suggest influence or endorsement where none exists. Lagdameo called the continued misuse of his name or office improper and irresponsible.

While underscoring the importance of accountability, Lagdameo cautioned against reckless accusations driven by unverified information. He said the pursuit of justice must remain anchored on facts, warning that false claims divert attention from genuine issues and delay their resolution through appropriate institutions.

Lagdameo said his office remains committed to transparency and supports agencies conducting legitimate investigations. He added that the office is prepared to cooperate with any inquiry in the proper forum, provided it is evidence-based and guided by due process.

The secretary also stressed that his office will continue to perform its duties in accordance with its mandate and will not be distracted by speculation.
