The National Housing Authority (NHA) capped 2025 by rolling out wide-ranging debt relief measures, emergency financial assistance, and the turnover of thousands of housing units nationwide, reinforcing the Bagong Pilipinas vision of Ferdinand Marcos Jr..

In a year-end report released on 30 December, the NHA said it implemented its months-long Condonation 7 program, multiple payment moratoriums, distributed hundreds of millions of pesos in emergency housing assistance, and accelerated the delivery of permanent homes to low-income Filipino families.

NHA General Manager Joeben Tai said the agency prioritized easing financial burdens while fast-tracking housing construction and turnover.

“Sa pamamagitan ng Condonation 7, moratorium sa amortisasyon at ng aming EHAP, nakatulong kami na pagaanin ang kanilang financial burdens at maisaayos ang kanilang mga tahanan,” Tai said.

Condonation 7

To assist delinquent account holders, the NHA implemented Condonation 7 from 1 May to 31 December 2025. The program, described as the largest condonation initiative in the agency’s history, waived 100 percent of accumulated penalties and delinquency interest, as well as 95 percent of unpaid amortization interest for qualified beneficiaries.

As of year-end, the NHA said it had condoned more than P623.7 million in interest charges, benefiting 14,330 approved accounts from qualified family-beneficiaries.

Moratorium

In response to the impact of recent weather disturbances, including the southwest monsoon and tropical cyclones Crising, Dante, and Emong, the NHA imposed a nationwide one-month moratorium on housing loan and lease payments from August 1 to 31, 2025.

Similar moratoriums were later implemented in Cebu and Masbate from 1 to 31 October due to the effects of additional weather systems and a 6.7-magnitude earthquake in Bogo City, Cebu. Another moratorium was enforced from 1 to 30 November in Manay, Davao Oriental, following two strong earthquakes, as well as in multiple regions nationwide affected by tropical cyclones Tino and Uwan.

The relief measures, directed by President Marcos Jr., suspended all amortization and lease payments falling due during the specified periods.

Emergency housing assistance

The NHA also reported reaching a key milestone in disaster recovery efforts, distributing P310 million under its Emergency Housing Assistance Program (EHAP) in 2025. The assistance was provided to thousands of families affected by typhoons, southwest monsoon rains, fires, and earthquakes.

EHAP is among the NHA’s continuing programs aimed at helping low- and marginal-income households rebuild homes damaged or destroyed by natural or man-made disasters through direct cash assistance.

New housing units

As part of its core mandate to provide decent shelter, the NHA said it constructed 9,229 housing units nationwide as of October 2025. These units were intended for families displaced by calamities, government infrastructure projects, the Supreme Court’s Manila Bay cleanup mandamus, Indigenous Peoples, and local government resettlement programs.

Among the completed projects was St. Barts Southville Heights in San Pablo City, Laguna, where 1,099 housing units were awarded to families affected by the Philippine National Railways South Long Haul Project. President Marcos Jr., together with Tai, led the turnover ceremony.

Earlier this year, the President also awarded housing units under the Yolanda Permanent Housing Program in Burauen, Leyte. The NHA reported that nearly 99 percent of all Yolanda housing projects have been completed, with remaining work focused on final installations and beneficiary occupancy schedules.

“Ang aming misyon po ay tapusin ng tama ang aming housing construction at production, at mai-turnover ito sa kanila sa maayos na kalagayan,” Tai said.
