The Supreme Court (SC) has directed all courts to appoint accredited sign language interpreters, effective 15 December 2025, following its en banc approval of the Rules on Filipino Sign Language (FSL) Interpretation in the judiciary.
The resolution, dated 28 October 2025, requires the rules to be published in the Official Gazette, two newspapers of general circulation, and on the SC website.
The rules aim to provide hearing-impaired individuals with access to court proceedings and interpretation services, including training and accreditation for interpreters.
Senator Francis “Kiko” Pangilinan previously advocated for budget allocations to fund FSL services in courts, including interpreter training and interpretation services, to facilitate due process for those with communication disabilities.
Implementation will require coordination between the judiciary, government agencies, and civil society groups, as well as recruitment of additional accredited interpreters nationwide and dissemination of information on the new rules to the public.
