Estrada pushes for standardized parking rates

Senator Jinggoy Estrada proposed a measure to set standard parking rates in malls, commercial establishments, and other parking facilities.

Senate Bill No. 1001 outlines ceilings for parking fees: P50 for the first eight hours for cars and P30 for motorcycles, with an additional P10 per succeeding hour. Overnight parking is capped at P200 for cars and P100 for motorcycles. Valet services may charge up to P100 in addition to standard fees.

The bill allows customers who make purchases of at least P1,000 to have parking fees waived. All establishments must provide a minimum 30-minute grace period for drop-offs, pick-ups, or short pass-through entries.

The measure also prohibits liability waivers. Establishments collecting parking fees are required to ensure the security of vehicles and can no longer use “Park at your own risk” disclaimers. Parking facilities must issue official receipts and display rates at entrances. Violators face fines of up to P100,000 per violation and possible suspension or revocation of business licenses.

The Department of Trade and Industry (DTI), in coordination with the Department of the Interior and Local Government and other agencies, will craft the implementing rules within 60 days from the law’s enactment.
