Barcena sworn in as new National Privacy Commission chief

The National Privacy Commission (NPC) has a new commissioner following the official installation of Atty. Johann Carlos S. Barcena, CESO III, by Malacañang Palace on Thursday.

The NPC said it welcomes Barcena as its new Privacy Commissioner, replacing Atty. John Henry Naga.

Barcena was sworn in by President Ferdinand Marcos Jr. on Thursday at Malacañang Palace.

A career public servant and governance professional, Barcena previously served as executive director of the Governance Commission for Government-Owned or Controlled Corporations (GCG).

During his tenure, he led major initiatives aimed at strengthening corporate governance, performance standards, transparency, and accountability across the GOCC sector. His experience in institutional reform and oversight is expected to provide a strong foundation for advancing the country’s data protection framework.

As Privacy Commissioner, Barcena will oversee the implementation of the Data Privacy Act of 2012, enhance regulatory and compliance mechanisms, and strengthen multi-sectoral partnerships to promote responsible data handling while supporting innovation and growth in information and communications technology.

“The NPC expresses its full support for Privacy Commissioner Barcena and looks forward to working under his leadership to champion privacy, protect personal data, and uphold public trust in the country’s digital ecosystem,” the NPC said.
