

The Bureau of Corrections (Bucor) confirmed on Saturday the transfer of former Bamban Mayor Alice Leal Guo, along with Jaimielyn Santos Cruz and Rachelle Joan Malonzo Carreon, from the Pasig City Jail Women’s Dormitory to the Correctional Institution for Women (CIW).
According to a report submitted to Bucor Officer-in-Charge Assistant Secretary Al Perreras by CIW Chief CT/Supt. Marjorie Ann Sanidad, the trio arrived at the CIW Reception and Diagnostic Clinic at around 10:17 PM on Friday, escorted by officers from the Bureau of Jail Management under JCINSP Jean Olive Unciano, Warden of the Pasig City Jail Female Dormitory.
The transfer was carried out under a Mittimus Order issued by Judge Annielyn B. Mendes-Cabels of the Regional Trial Court Branch 167. Guo, alias Guo Hua Ping (Prison No. C225P-531), Cruz (Prison No. C225P-530), and Carreon (Prison No. C225P-529) were all sentenced to life imprisonment for qualified trafficking and were ordered to pay a fine of P2 million each.
Sanidad explained that upon arrival, the three will undergo a five-day quarantine at the Reception and Diagnostic Clinic (RDC) for thorough medical checks. “This step ensures that they are healthy and ready for integration into the facility,” she said.
After the quarantine, they will move to the RDC’s regular dormitory for a 55-day orientation period, which includes diagnostics and qualification assessments. Once this 60-day process is complete, the three will be transferred to their designated regular dormitories at the Maximum Security Camp, given their life sentences.
Bucor Director General Gregorio Pio P. Catapang Jr. emphasized the importance of this assessment period: “The 55-day orientation following quarantine is crucial for understanding the psychological and physical needs of newly committed inmates. This allows the facility to craft individualized treatment programs tailored to each person.”
Catapang added that the RDC also provides orientation and educational sessions to help new inmates adjust to prison life while understanding their rights and the facility’s rules, reinforcing the institution’s goal of rehabilitation alongside security.
