MMDA upgrades NCAP portal with proof of violations, e-contest, and GCash payments

The Metropolitan Manila Development Authority’s (MMDA) No Contact Apprehension Policy (NCAP) web portal has rolled out new features to make it more convenient for vehicle owners to check their violation records, in line with President Ferdinand R. Marcos Jr.’s directive to further improve public service through digital innovation.

In a move to promote accessibility, proof of violations can now be viewed through the May Huli Ka website (mayhulika.mmda.gov.ph). Motorists only need to enter their plate number and motor vehicle (MV) file number to view the evidence if their vehicle is tagged with a violation.

Under the simplified account system, multiple vehicles can now be registered, making the portal ideal for transport network vehicle service (TNVS) operators, ride-hailing fleet managers, logistics companies, and commercial vehicle operators. Violations within an entire fleet can be easily tracked and reviewed.

Motorists may also contest violation tickets online through the website’s new E-Contest feature. Once an account is created and verified, users can file a ticket, enter the required details, and upload supporting documents. An email notification will be sent once an officer from the MMDA Traffic Adjudication Division (TAD) responds.

MMDA Chairman Atty. Don Artes said the enhanced features of the May Huli Ka website provide the public with a more convenient way of reviewing violations and managing their vehicles.

“With the new features made available on the May Huli Ka website, motorists can now check their records anytime and anywhere as we continuously improve the system and make it more inclusive,” Artes said.

He added that the agency is also working on innovations involving artificial intelligence (AI) cameras and plans to soon include overspeeding among the violations being captured. At present, the MMDA uses speed guns to monitor vehicle speed on roads under its jurisdiction.

In line with its digital push, the MMDA has signed a memorandum of agreement with G-Xchange Inc. or GCash, allowing motorists to pay traffic and littering fines through GCash’s Pay Bills feature.

Each transaction carries a P7 convenience fee, with payments reflected on the next banking day.

GCash for Business Head Edgardo Layug said the partnership supports the company’s mission to provide Filipinos with easier and more accessible payment options.

“We lowered the convenience fee per transaction to P7 from the previous P12 to offer an easier and more affordable way of paying MMDA fines,” Layug said.

Atty. Jauro Castro of Angkas also welcomed the developments in NCAP, underscoring their importance to the transport industry.

“On behalf of Angkas, we thank the MMDA and GCash for this project meant to increase road discipline, as this is a step forward in the right direction,” Castro said.
