Discaya car ‘importer’ faces possible deportation

The Bureau of Immigration (BI) is preparing a deportation case against 41-year-old Chinese national Cao Cheng, the alleged importer of luxury vehicles tied to contractor couple Curlee and Sarah Discaya.
BI Commissioner Joel Anthony Viado said Thursday that the BI received information from Land Transportation Office (LTO) Assistant Secretary Markus Lacanilao regarding Cao’s arrest on 27 November in Makati for various offenses.
Cao faces charges including obstruction of apprehension and prosecution of a criminal offender, illegal use of an alias, false representation, and willful misrepresentation of material information.
He was subsequently detained at the Highway Patrol Group’s Special Operations Division in Camp Crame.
Viado cited that documents provided by the LTO show Cao, who is said to own the ACH High-End Motor Center, had been using the name “Martin Zhao” in his transactions.
“He was found to have fraudulently acquired documentation using a different name, and this is a clear case of misrepresentation,” Viado said in a statement. “No foreign national should use fictitious identities in transactions in the Philippines.”
Meantime, BI deputy spokesperson Melvin Mabulac stressed that the use of a fraudulent identity raises concerns about a foreign national’s fitness to stay in the country.
Mabulac said Cao will be transferred to the BI detention facility in Taguig after inquest proceedings and a medical examination.
“If found guilty, he will be deported and blacklisted in our derogatory records,” Mabulac said.
The LTO has also coordinated with the Bureau of Customs to determine if the luxury cars sold by Cao’s company were legally imported.
