

Cavite State University (CvSU) has signed a P2-billion solarization agreement with the Philko 18 Group of Companies to install renewable energy systems across 13 campuses in Cavite.
The contract, signed by CvSU President Dr. Agnes Nuestro, stemmed from a project initiated and consolidated by Secretary Larry Gadon and will be implemented through a Public–Private Partnership (PPP) without using government funds.
Under the project, CvSU will reduce its electricity-related operating costs, generate income from excess power that will be sold to the national grid, and receive a share of carbon credit earnings. The additional baseload capacity is also expected to help strengthen the power supply in host communities, supporting local economic and job growth while contributing to the Philippines’ goal of achieving a 35 percent green energy mix by 2030 in line with the Paris Agreement and Kyoto Protocol.
The CvSU project forms part of a broader solarization program led by Secretary Gadon, which also covers Department of Health hospitals. The PPP Center recently cleared the solarization of Jose Reyes Memorial Medical Center, Quirino Memorial Medical Center, and East Avenue Medical Center, with a combined cost of P750 million—also through PPPs with no government funding.
In 2024, six State Universities and Colleges were successfully equipped with solar power systems with a total investment of P950 million, commissioned and switched on under Gadon’s leadership, likewise under the no-government-funds PPP model.
The CvSU–Philko 18 agreement reinforces the value of renewable energy-based PPPs in delivering fiscal savings, advancing climate commitments, and supporting long-term and inclusive development. The project is part of the electrification initiative of President Ferdinand R. Marcos Jr., utilizing green energy technology.
