This was revealed by National Bureau of Investigation (NBI) Officer-in-Charge Atty. Lito Magno on Monday's press conference with Interior and Local Government Secretary Jonvic Remulla in Camp Crame.
Abagon is the first to be arrested among those facing charges over the ₱289.5-million road dike project along the Mag-asawang Tubig River in Naujan, Oriental Mindoro.
Also arrested were a man and a woman who were allegedly staying at the residence and who refused the entry of NBI agents during the arrest Sunday, forcing operatives to use a battering ram to breach the door of the house.
Magno said they may face obstruction of justice charges. Magno said their NBI-Technical Intelligence Division operatives served the warrant of arrest to Engineer Dennis Abagon, Officer-in-Charge Chief of the Planning and Design Division of MIMAROPA (Mindoro, Marinduque, Romblon, and Palawan) Region.
The NBI official said they are also investigating the involvement of the Vice Mayor in the floodgate anomaly. Abagon is charged with malversation of public funds through falsification of public documents and violation of Section 3(e) of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act.
