BuCor honors Tzu Chi Eye Center, media partners for support to PDL rehabilitation

The Bureau of Corrections (BuCor) honored its partners and stakeholders, including the Tzu Chi Eye Center and members of the media, during its 120th Foundation Day celebration held at the BuCor National Headquarters in Muntinlupa City on Wednesday, 12 November 2025.

As part of the bureau’s simple yet meaningful ceremony, Dr. Bernardita C. Navarro, Medical Director of Tzu Chi Eye Center, received a certificate of recognition for the center’s invaluable support and benevolent assistance to the bureau, particularly in extending medical services and reformation initiatives for persons deprived of liberty (PDLs).

Under the leadership of Director General Gregorio Pio P. Catapang Jr., BuCor expressed its gratitude to various stakeholders who have played vital roles in promoting the welfare and rehabilitation of PDLs. Certificates of appreciation were presented to partners, including civic groups, government agencies, and members of the media, for their continuing assistance and advocacy efforts.

Catapang commended the honorees, saying their efforts have significantly contributed to improving the lives of PDLs, helping foster an environment of rehabilitation and hope within correctional facilities.

Dr. Navarro, whose team has long been involved in eye health programs for inmates, said their work focuses on providing free eye care and surgeries to PDLs suffering from vision problems, particularly cataracts.

“We processed 100 PDLs with cataract and have so far operated on 75,” Dr. Navarro said on the sidelines of the anniversary event, emphasizing that the initiative aims to restore not only vision but also dignity and confidence among the patients.

The BuCor also recognized DAILY TRIBUNE Senior Reporter Alvin Murcia for his consistent coverage and invaluable support to the bureau’s reformation programs. Murcia, who has covered the Justice beat—including BuCor as one of its attached agencies—for several years, expressed his gratitude for the acknowledgment.

“I’m thankful to Director General Catapang and the Bureau of Corrections for this recognition,” Murcia said.

Through partnerships with organizations like Tzu Chi Eye Center and continued media collaboration, BuCor continues to advance its goal of rehabilitation-based corrections, ensuring that persons deprived of liberty are given access to programs that promote health, dignity, and second chances.
