The Department of the Interior and Local Government (DILG) on Sunday reminded the Philippine National Police (PNP) and all local government units that saving lives is the top priority as Super Typhoon Uwan threatens multiple regions.
In its advisory on forced evacuations, the DILG said local officials must exercise both firmness and compassion when dealing with residents who refuse to leave high-risk communities.
"All means of persuasion must be used to convince residents to move to safer ground. Explain clearly that evacuation is a measure to protect lives, not to take away their rights or property," the DILG said.
However, the agency noted that if residents continue to refuse despite repeated warnings and imminent danger, LGUs and the PNP are authorized to enforce mandatory evacuation under Republic Act No. 10121 and the Local Government Code.
“Actions must be done peacefully, respectfully, and with proper documentation,” it added.
The DILG also directed local authorities to ensure transportation, shelter, food, and medical assistance are ready for evacuees, giving priority to senior citizens, children, and persons with disabilities.
"The DILG and PNP call on all local leaders to act quickly and humanely. Protect every Filipino life. No one should be left behind," the agency stressed.
