‘Ghost’ flood project inside posh QC subdivision bared

Netizens and local officials are questioning another so-called “ghost” flood control project — this one reportedly located inside an upscale Quezon City subdivision.

The project, worth nearly P50 million, was supposedly intended to improve the flow of floodwaters in a creek separating Jordan Plains Subdivision and Brittany (Neopolitan) Annex — a gated community where actor Coco Martin and former Philippine National Police chief Debold Sinas reportedly reside.

A sign board in the area identified the project as the Rehabilitation of Flood Control Structure, Brittany Annex, Barangay Sta. Monica, Quezon City, with a total cost of P48,470,389.68.

But when a concerned netizen visited the site recently, what they found raised eyebrows. In a video posted on social media, the project signboard could be seen covered in thick weeds — standing on an empty, overgrown lot inside the subdivision, with no visible sign of any flood control structure.

The video also showed a Department of Public Works and Highways document stating that the project had been awarded to D.T. Recio Inc. The DPWH listed the project as having been started in February 2024 and completed in December of the same year.

When DAILY TRIBUNE tried to verify the report and locate the project site, security personnel at Brittany Annex barred our entry, saying the media required the permission of the homeowners’ association.

A female administrative officer, who declined to be identified, said DPWH officials had visited the area to check on the supposed project. She recalled a government flood control initiative along Mindanao Avenue Extension sometime during the Covid-19 pandemic, which aimed to improve the creek’s water flow between Jordan Plains and Brittany Annex. However, she could not confirm if this was the same project featured in the viral video.

Meanwhile, the office of District 5 Representative PM Vargas, City Engineer Dale Perral, and officials of Barangay Sta. Monica had yet to issue statements on the alleged ghost project.
