Flood control project inside Quezon City posh subdivision nowhere to be found

Netizens, along with national and local officials, are questioning another alleged “ghost flood control project” supposedly located inside a posh subdivision in Quezon City.

The project, worth a little less than P50 million, was intended to improve the flow of floodwaters at a creek between Jordan Plains Subdivision and Britanny (Neopolitan) Annex, a high-end subdivision where actor Coco Martin and former PNP chief Debold Sinas reportedly reside.

A tarpaulin at the site indicated that the “Rehabilitation of Flood Control Structure, Britanny Annex, Barangay Sta. Monica, Quezon City” project was worth P48,470,389.68 and began in February 2024.

A video posted by a concerned netizen on social media showed the project signage already covered by wild plants in a vacant lot inside the subdivision. The video also showed a Department of Public Works and Highways (DPWH) document indicating that the project was awarded to D.T. Recio Inc., the contractor supposedly responsible for the rehabilitation, and that it was marked as completed in December 2024.

When Daily Tribune attempted to visit the site, subdivision security guards barred entry, saying media access requires permission from the homeowners association. A subdivision administrative officer, who refused to be named, said some DPWH officials—whom she also did not identify—had already visited the site for inspection.

She recalled that there had been a government flood control project along the Mindanao Avenue Extension sometime during the COVID-19 pandemic, meant to improve water flow from a creek separating Jordan Plains and Britanny Annex, though she could not confirm whether it was the same project shown online.

Local officials—including Barangay Sta. Monica Chairman, City Engineer Dale Perral, and the office of 5th District Representative PM Vargas—have yet to issue any comment on the alleged ghost project.
