MMDA allows provincial buses along EDSA for Undas 2025
The Metropolitan Manila Development Authority (MMDA) will temporarily allow provincial buses to traverse the stretch of Epifanio de los Santos Avenue (EDSA) 24/7 in preparation for the expected influx of passengers traveling to the provinces for All Saints’ and All Souls’ Days.
MMDA Chair Romando Artes said provincial buses would be allowed along EDSA starting at 10 p.m. on 30 October 2025 until 5 a.m. on 03 November 2025.
The agency said buses from North Luzon will be allowed to enter the terminal in Cubao, Quezon City, while those coming from South Luzon may operate up to Parañaque Integrated Terminal Exchange (PITX) and Pasay City only.
Artes said the move responds to the request of the Nagkakaisang Samahan ng Nangangasiwa ng Panlalawigang Bus sa Pilipinas Inc. (NSNPBPI) during their recent meeting. The group, in turn, assured the agency that they will comply with the “nose-in, nose-out” policy to avoid obstructing traffic in their respective terminals.
He added that the goal of Oplan Undas 2025 is to ensure a smooth flow of traffic and faster turnaround time for buses to make travel more convenient for passengers.
Meanwhile, Artes met with 20 traffic heads of the agency to finalize preparations. He said MMDA has already activated Oplan Undas 2025 for the safe and orderly observance of All Saints’ and All Souls’ Days.
Traffic heads were also instructed to coordinate with North Luzon Expressway and South Luzon Expressway officials to facilitate the faster exit of vehicles from Metro Manila.
“The agency will deploy 2,403 personnel in key areas and implement a ‘no day-off, no absent’ policy as part of our strict operations,” Artes said.
Aside from bus terminals, piers, and airports, MMDA personnel will also secure five primary cemeteries: Manila North Cemetery, Manila South Cemetery, Bagbag Public Cemetery, Loyola Memorial Park in Marikina, and San Juan Public Cemetery.
The MMDA Metro Parkways Clearing Group will assist in cleanup operations around cemetery vicinities in Metro Manila, while the MMDA Road Emergency Group will be on standby for emergencies.
Likewise, the MMDA Communications and Command Center will monitor the flow of traffic across the metropolis.
