The Metropolitan Manila Development Authority (MMDA) announced on Tuesday that the number coding scheme will be suspended on 31 October, the eve of All Saints’ Day, which is a non-working holiday.

In a post on its official Facebook page, the MMDA explained that the suspension is automatic for any official non-working holiday declared by Malacañang. The agency also reminded motorists to plan their routes in advance to avoid traffic delays.

The Expanded Unified Vehicular Volume Reduction Program (UVVRP), commonly known as the expanded number coding scheme, normally operates Mondays to Fridays from 7 a.m. to 10 a.m. and 5 p.m. to 8 p.m., excluding holidays. Under the program, private vehicles are restricted based on the last digit of their license plates:

1 and 2 – Mondays
3 and 4 – Tuesdays
5 and 6 – Wednesdays
7 and 8 – Thursdays
9 and 0 – Fridays

Vehicles exempted from the UVVRP include public utility vehicles, transport network vehicle services (TNVS), motorcycles, garbage trucks, government-marked vehicles, fuel trucks, media-marked vehicles, fire trucks, ambulances, and vehicles carrying perishable or essential goods.

Motorists are encouraged to observe the exemption rules and plan travel schedules accordingly to ensure smooth traffic flow during the holiday period.
